Pandemic Unemployment Assistance (PUA) is now active

The Pandemic Unemployment Assistance (PUA) program is now active. Coding was completed overnight.  Individuals with existing PUA claims may now certify their weekly eligibility for payment.

Please note that due to federal changes, some of the questions that must be answered weekly are slightly different. Please read the questions and answers closely. The federal eligibility requirements have changed in some cases and this could result in individuals not being eligible for payments under this new extension of PUA benefits.

Individuals with existing PUA claims will receive a new Amended Notice of Monetary Entitlement in the mail with further eligibility information.

 


Pandemic Unemployment Assistance (PUA) update

Job Service staff deployed the updated computer coding necessary to process PUA claims under the new federal requirements last night, Tuesday, January 26th.   Although the majority of the deployment went as planned, some unexpected issues occurred that will require additional changes.  These changes will be done tonight, Wednesday, January 27th.  As a result, UIICE and the IVR phone system will be unavailable beginning at 8:00 PM Wednesday, January 27th until the early morning of Thursday, January 28th.  It is expected that the system will be available for certifying PUA weeks of unemployment on Thursday, January 28th after the system changes have been made.

PUA expected to be active on Wednesday, Jan. 27

The changes and additional benefits provided for within the amended Pandemic Unemployment Assistance (PUA) program will be completed and implemented the evening of Tuesday, January 26, and will be active on Wednesday, January 27.  Please continue to watch our website for further information that will be posted over the next few days.  Implementation will result in UI ICE and the phone system being unavailable while the new computer coding is processed on Tuesday evening.


FPUC Programming is Complete

At this time, Job Service has completed programming the federal changes to the FPUC program and the PEUC program.  Programming on the Pandemic Unemployment Assistance (PUA) is continuing.  Job Service mailed guidance letters to individuals with PUA claims this week.  When the PUA changes are implemented Job Service will notify all program participants by sending an updated Notice of Monetary Entitlement.

Coronavirus Stimulus & Relief Unemployment Insurance Provisions

BISMARCK, N.D. – On Sunday, December 27, President Trump signed into law H.R. 133, Consolidated Appropriations Act, 2021, which included portions related to Coronavirus Stimulus & Relief.  Included within the Coronavirus Stimulus & Relief portion are items relating to the Unemployment Insurance program. 

Although further guidance is required from the United States Department of Labor in order to implement some aspects of the Unemployment Insurance provisions, Job Service is actively re-programming our systems to account for the changes we believe we can safely make while awaiting official guidance.  A high-level overview of the primary changes relating to Unemployment Insurance follows.

Job Service partners with ID.me to strengthen personal data security

Job Service North Dakota has partnered with ID.me to provide simple and secure online identity proofing. ID.me will be integrated on UI ICE on Thursday, Dec. 17.

North Dakota Information Technology will be conducting maintenance which will affect the employer internet website (UI EASY), the secure file transfer portal (Secure FTP), the claimant internet website (UI ICE) and the claims center interactive voice response phone systems (701-328-4995) beginning Sunday, December 13, 2020 at 4:00 AM and ending no later than Sunday, December 13, 2020 at NOON CST.

All systems will experience intermittent outages during that time. Claimants may be unable to file an unemployment insurance claim, certify eligibility or complete required UI activities during any intermittent outages. Employers may be unable to access their UI EASY accounts.

Please make plans to complete these activities prior to the downtime or once the system returns to normal operation.

FEMA approves North Dakota’s participation in Lost Wages Assistance program to aid unemployed workers

BISMARCK, N.D. – Gov. Doug Burgum today expressed his gratitude after the Federal Emergency Management Agency approved North Dakota’s participation in the Lost Wages Assistance program created by President Donald Trump to ease the economic burden for those who have lost their employment because of the coronavirus pandemic.

North Dakota’s Unemployment Rate 9.2% for April

BISMARCK, N.D. – Job Service North Dakota reported that labor statistics released today show North Dakota’s April not seasonally adjusted unemployment rate was 9.2 percent. The unemployment rate increased 6.5 percent between March and April. April 2019’s rate was 6.7 percent lower than the current rate.
