Explanation of Programs

Job Service North Dakota Workforce Training Programs

Job Service North Dakota One-Stop Career Center is responsible for the administration of federal and state-funded workforce training programs that provide funding to businesses to assist in training both current workers and new employees.

Funding assistance provided under programs administered by Job Service North Dakota can be used for the following training activities:

Customized Training

Customized training is designed to assist businesses with the cost of expanding or upgrading workforce skills to maintain or increase market share, productivity or profitability. Up to 50 percent of qualifying costs for curriculum development, instructional staff, training facilities and other training expenses can be provided to a business for the training of eligible individuals. Qualifying trainees include those eligible for Workforce Investment Act assistance, who are current or potential employees of the business, and who require technical and occupational skills training to obtain or maintain employment within the business.

Classroom Training

Classroom training can be provided for both occupational skill development and basic or remedial skills. Normally, this training takes place within an established course curriculum offered through a secondary or post-secondary training institution. Tuition, books, fees, and supplies can be paid for through programs administered by Job Service North Dakota.

On-The-Job Training

On-the-Job Training is designed to assist employers with the extraordinary costs of training eligible individuals, whom they would not otherwise hire due to their lack of skills. On-the-Job Training Programs are negotiated for up to six months of training and provide reimbursement of up to 50 percent of trainee's wages. Employers should contact Job Service North Dakota prior to employing potential trainees. Existing employees may also qualify for skills upgrade training through On-the-Job Training.

Technical/Occupational Upgrading

These programs provide workers with necessary technical and occupational competencies to remain current in their jobs. Training is normally required as a result of the introduction of new technologies or work methods into the workplace. This training can be provided through the use of industry trainers, workshops, in-service training, or through secondary or post-secondary training providers. Cost of instructors and material can be covered under the Workforce 20/20 Program administered by Job Service North Dakota.

The specific programs administered by Job Service North Dakota that provide funding for business focused training include the following:

Workforce Investment Act (WIA) and Trade Adjustment Assistance (TAA)

WIA and TAA are federally funded and have eligibility requirements that are targeted toward specific segments of the population (i.e., dislocated workers, welfare recipients, low income, etc.). Training assistance is normally provided in the form of reimbursements to the business for extraordinary costs incurred in providing on-the-job training. The reimbursement is calculated at 50 percent of the hourly wage paid to the employee during the training period. The training period can run from four to twenty-six weeks. These programs can also be coupled with classroom training. In those cases, the additional costs associated with the classroom instruction could also be reimbursed to the business. Individuals enrolled under the WIA and TAA programs must undergo eligibility determinations for the program and have had assessment services to support the training being funded. A formal contract between Job Service North Dakota and the business must be developed, signed, and in place prior to the date that the individual to be trained starts employment.

Workforce 20/20

Workforce 20/20 provides funding assistance to businesses to offset training costs for current workers and new employees when the business is new to the state, expanding employment in the state, introducing new technologies or introducing new production methods

North Dakota New Jobs Training Program

The North Dakota New Jobs Training Program provides incentives to businesses that are creating new employment opportunities through business expansion and relocation to the state.

Youth Program

This is designed to assist eligible youth in obtaining a high school diploma or GED, and also to connect what is learned in school to the world of work. Businesses can assist Workforce Investment Act eligible youth in obtaining lifelong work skills by participating as a worksite for work experience. Work Experience provides youth with job skills, job experience and a chance to develop strong work habits. Activities available to participants include:
  • Tutoring, study skills training and assistance with high school completion;
  • Alternative secondary school choices;
  • Summer employment opportunities that connect school and work;
  • Paid and unpaid work experiences, internships and job shadowing;
  • Occupational skill training;
  • Leadership development opportunities;
  • Adult mentoring; and
  • Guidance and counseling services.
